The influence of political and economic integration of Belgium and Holland on the liberalization of soft drugs’ policy.

This article tries to give an answer to the question, if the liberal policy of the Netherlands with respect to so called soft drugs can be conceived as the result of overspill in the neofunctionalist sense. If it can be proved, that the Belgian liberalization of the country's soft drug policy took place under the impact of the Netherland's policy, this case would show, that functionalist overspill can even happen in fields, were the European Union does not have any competence.
